Los Angeles is a city that's perpetually short on police officers. While the mayor struggles to bring the number of sworn officers up to 10,000, the police chief says the city really needs 12,500.

Yet some 400 on-duty officers aren't on the streets at all. They're stuck in offices, doing desk work - work that civilians could be doing for $30,000 a year less each, and without the expense of recruitment and Police Academy training.
