Marine Scientist Saw Bay As 'His Ocean'

Rimmon C. Fay IV, one of Santa Monica Bay's most passionate defenders, died this week. The marine scientist and environmentalist succumbed to a heart attack Tuesday at Berkeley West Convalescent Hospital in Santa Monica. He was 78.

Airport Panel May Have Broken State Meeting Law

The Los Angeles airport commission is under investigation for possibly violating the state's open meetings law when it discussed a topic that was not listed on an agenda last month, officials confirmed Friday. The seven-member panel may have breached the Ralph M. Brown Act on Dec. 17 by discussing a congressional report that cited a "high risk" of close calls between aircraft maneuvering on the ground at the nation's airports, including Los Angeles International Airport.

Hermosa Considers Parcel Tax for Schools

Aiming to alleviate the fundraising strain on parents and maintain all its current programs, the Hermosa Beach City School District is eyeing a potential parcel tax for the June election. If voters ultimately approve such a proposal, the district could generate upward of $1 million annually and close a similar-size hole in its budget, according to Superintendent Sharon McClain.

Carson Hit-Run Victims Return Home

The surviving family members of a hit-and-run crash that killed a 4-year-old Carson boy and his mother have been released from the hospital, a family member said Friday. Lucas Mikasa was sent home from County Harbor-UCLA Medical Center about 5 p.m. Friday, joining his father, Mark, who was released late Thursday.

Port Air Cancer Risks Still High

Cancer risks from airborne toxics in Southern California have decreased over the past several years, but diesel exhaust spewed from cars, trucks, ships and other mobile sources continues to pose the greatest health threat, a study released Friday shows. The report from the South Coast Air Quality Management District found that residents across its four-county service area face a lifetime cancer risk of 1,200 in 1 million, down from 1,400 in 1 million when the last study was published in 2000.
